WHO’s health emergency appeals bring together the World Health Organization’s response priorities and funding needs to protect vulnerable populations facing acute and protracted health emergencies worldwide.
In 2025, the humanitarian system entered a new era, as escalating crises, constrained funding, and competing global priorities forced difficult choices and placed unprecedented pressure on humanitarian capacity. WHO has responded with a sharper, locally driven humanitarian reset – focusing on the highest–impact services and empowering national and local partners to reach communities most at risk.
Support from Member States and partners enables WHO to sustain life-saving health responses in the world’s most complex humanitarian crises and to serve as the first line of defence against global health threats by detecting, containing and responding to outbreaks where they emerge. Across the globe, WHO has demonstrated that when health is prioritized and adequately funded, lives are saved, health systems are protected, and communities are better able to withstand and recover from crisis
Due to the unpredictable nature of health emergencies, the Appeal is a snapshot of projected needs for all the emergencies that WHO is currently responding to. As new emergencies arise, WHO also issues dynamic flash appeals, enabling rapid response to specific crises.
